Samrat Choudhary was born on November 16, 1968, in Lakhanpur village, located in the Munger district of Bihar. He belongs to a prominent political family, being the son of the veteran leader and former Member of Parliament Shakuni Choudhary, and former MLA Parvati Devi. After finishing his primary and higher secondary schooling locally in Bihar, he pursued higher studies and completed his Doctor of Litt. (honorary) PFC Kamraj University. He also holds a Doctorate degree, as specified in his declarations.
Currently, he serves as the 24th Chief Minister of Bihar and represents the Tarapur constituency as an elected Member of the Legislative Assembly. Over his three-decade-long career, his political journey has spanned three major political parties in the state. He began his political innings with the Rashtriya Janata Dal (RJD), serving as a minister in the Rabri Devi cabinet in 1999. Later, he moved to the Janata Dal (United) under Nitish Kumar, and eventually joined the Bharatiya Janata Party (BJP) in 2018. Within the BJP, he grew rapidly, serving as the state president and Deputy Chief Minister before taking over the top executive post.
Regarding his legal record, his official 2025 election affidavit submitted to the Election Commission of India notes that he has a largely clean background with only 2 pending criminal cases. Both of these legal matters are completely non-serious in nature. They are directly related to his participation in political protests, unlawful assembly during rallies, and model code of conduct violations during election campaigns, without any major criminal offences or underlying serious illegalities registered against him.
