He is a well-known Indian politician, lawyer, and retired top-ranking bureaucrat working as a Member of the Legislative Assembly (MLA) in the Punjab Legislative Assembly. He is the MLA from Amritsar North constituency. Prior to his career in politics, he was a senior ranking police official of India’s Indian Police Service (IPS) for over two decades.

Early Life & Education

He was born on 6th September 1969 and was raised in Bihar. He possesses a very diversified educational profile with a B.A degree followed by an M.A in Political Science and Sanskrit Literature. He got an LL.B degree from Panjab University, Chandigarh; M.B.A, M.R.D., and Ph.D in Police Administration from Guru Nanak Dev University, Amritsar. He has proficiency in French and German languages.

Political Career

He became a politician after his premature exit from the civil services. He qualified in the civil services examination conducted by UPSC and joined the Punjab IPS cadre in 1998, eventually reaching the position of Inspector General of Police (IGP). In April 2021, nine years before his retirement, he quit his job and joined the Aam Aadmi Party (AAP), becoming an important member for AAP going into state elections. He has an undefeated political record with only one contest for the election so far. In the Punjab Legislative Assembly election of 2022, he contested from the constituency of Amritsar North on behalf of the AAP party. His victory came through the vote tally of 58,133 votes that amounted to 47.28% of the total number of votes. This helped him win against his nearest competitor Anil Joshi of Shiromani Akali Dal by 23.03%.

But in June 2025, AAP suspended him from the party for five years due to some disciplinary issues and anti-party charges that came up because he raised questions about the bureaucracy’s actions against the opposition leaders.

Key Initiatives & Contributions

In his role as a legislator, he started localized infrastructural developments, set up smart schools, upgraded the municipal water system, and opened local youth skill development centers. He has been publishing localized report cards on the achievements made on the development front, like his successful re-construction of Majitha Road bypass.

Personal Information

Kunwar Vijay Pratap Singh is a son of Ram Nath Kunwar. An ex-Inspector General of Police (IGP) of Punjab Police, he is a retired police officer by profession, whereas his wife is described as a homemaker in his election affidavit of 2022. He earned his Ph.D. in Arts and Social Sciences from Guru Nanak Dev University, Amritsar. As per his election affidavit of 2022, he disclosed his total assets to be around ₹2.12 crore and liabilities to be around ₹12.77 lakh.

Controversy

He has an almost clean record in terms of crime. His only controversy revolves around is related to the anti-party activity in AAP for which he has faced suspension  in mid 2025.
